The very first sentence of the MORE Act of 2019:

To decriminalize and deschedule cannabis, to provide for reinvestment in certain persons adversely impacted by the War on Drugs, to provide for expungement of certain cannabis offenses, and for other purposes.

So there you have it – legal pot, we just have to pay the Federal Government, Joe Biden and his friends $2 Billion annually to start (projected 40 Bn sales first year of federal bill passing) and let them spend your money on whatever they choose.
